Referee administration system
We will establish a hierarchical system for football referee licensing, registration and administration.
Government governance
General Administration of Sport of China oversees football referee management in our country (Hong Kong SAR, Macao SAR and Chinese Taipei are not included). Sport authorities of government at all levels are in charge of football referee supervision and administration within their jurisdiction.

Recommendation and administration of international level referee, and supervision of the work of international level referee in football matches hosted by the CFA.

Football referee rating and licensing standards
Chinese football referee is rated in five levels: international level, national level, level one, level two and level three. The international level comprise international and assistant international referee.

Level three football referee
A citizen of the People’s Republic of China at the age of 16 or above; the person must understand and enforce the Laws of the Game correctly and satisfy the demands for a football referee.

Level two football referee
A Chinese citizen who masters the Laws of the Game and the codes of football referee, enforces them correctly and gains experience from officiating; the person must has been qualified level three football referee for at least a year and presided over no less than 15 matches organized by affiliated associations of CFA member associations.

Level one football referee
A Chinese citizen who masters the Laws of the Game and the codes of football referee and enforces them correctly, and gains experience from officiating and is able to control a match; the person must has been qualified level two football referee for at least a year; the person must has presided no less than 15 men’s or women’s U-16 (or above) matches organized by CFA member associations; the person has assessments and recommendation letters from at least two CFA member association referee supervisors or referee instructors and has taken a training class of no less than 24 hours.

International level football referee
A Chinese citizen who masters the Laws of the Game and the codes of football referee and enforces them correctly and proficiently;
the person has shaped a deep understanding of referee theories and gained rich expertise in practice, is able to control a match, and masters how to format a football competition;
the person, in principle, has officiated in CFA men’s or women’s top league for no less than two years.

National level football referee
A Chinese citizen who masters the Laws of the Game and the codes of football referee and enforces them correctly and proficiently; the person has shaped a deep understanding of referee theories and gained rich expertise in practice and is able to control a match; the person has gained rich expertise in officiating national matches and is able to independently control a match and enforce the Laws of the Game.
The person must has been qualified level one referee for at least a year; the person must has presided over no less than 15 men’s or women’s U-16 (or above) matches organized by CFA member associations; the person has taken a CFA-organized probationary national level football referee training class at the recommendation of the CFA and taken an examination; the person has passed the examination for at least a year and has presided over no less than 15 national U-series matches organized by the CFA or served as assistant referee in no less than 20 such matches.
